Page 1 of 5 INTRODUCTION Welcome to the Municipality of Ginatilan Citizen's Charter, a manual guide of key municipal government services. This Manual is developed by the Municipal Government in response to the national efforts to eliminate red tape by empowering citizens through transparency and accountability in service delivery. Moreover, this fight against red tape started in 2001. This time around, the elimination of this phenomenon will be in full force through the partnership of the DILG, the Local Government Academy, the Civil Service Commission, the Office of the Ombudsman, the Local Research Institutes, the Development Academy of the Philippines and the Presidential Anti-Graft Commission. It further calls for unified action of the citizens as the clientele and the government as the provider of public goods and services. A significant feature of the above efforts, the Citizens' Charter of Ginatilan has been formulated in pursuance of Republic Act No. 9485, otherwise known as, the Anti Red Tape Act of 2007. This document outlines the Vision and Mission of the LGUs and the step by step procedures in delivering frontline services including standards of service delivery. Specific person accountable for every process is also well identified. This document is seen to strengthen transparency and accountability mechanisms through the adoption of service delivery standards as determined by the LGU.

The Municipality's thrust to give quality public service, and transparency has strengthened by Republic Act 9485 known as "Anti-Red Tape Act." We firmly believe in the "People First" policy for we are public servants and as public servants, we are committeed to render excellent and doable service to the best way we can for our constitutents. In formulating the Charter, the municipality took measures to provide and encourage civil service while applying a stakeholder approach. This will give more meaning of what is transparency, the right to information, and making administration accountable. With this system the flow of service facilitates a citizen friendly method, which the delivery of basic services to the Ginatilanons in general will be efficiently and effectively done. Specifying standards and quality time fram in every transaction, with commitment and desire to serve fully by each department of the municipality will pave for a brighter future ahead. We pledge therefore, that we do aik for excellence in public service, value our constituents and clients by providing their immedidate needs with integrity and satisfaction, people-centered governance, a client-friendly environment and protect the general welfare of the Ginatilanons. so let us go hand in hand and be proud that we are public servants. OFFICE OF THE MUNICIPAL MAYOR EXECUTIVE ORDER NO. 2009-03 ADOPTING THE CITIZEN'S CHARTER OF THE MUNICIPALITY OF GINATILAN, CEBU,, PURSUANT TO REPUBLIC ACT 9845
WHEREAS, Republic Act 9485 otherwise known as "Anti Red Tape Act of 2007 mandates all government agencies including local government agencies including lcoal government units to set up their respective service standards to be known s the Citizens' Charter which shall be implemented pursuant to its Implementing Rules and Regulations; WHEREAS, the aforesaid law aims at improving efficiency in the delivery of Government Service to the Republic by reducing bureaucratic red tape, preventing graft and corruption, and providing penalties therefore; WHEREAS, pursuant to the aforesaid law, the Ginatilan Citizens' Charter Task Force was created, by virtue of Executive Order 2009- for purposes of spearheading the various initiatives and related activities for the formulation of a Citizens' Charter for the Municipality of Ginatilan; WHEREAS, with the initiative and full cooperation of the Citizens' Charter Task Force members, a Citizens' Charter for the Municipality of Ginatilan has been formulated and finalized, to truly respond to the needs of the clients improving service-delivery efficiency, thereby ensuring clients' satisfaction in availing frontline services; NOW, THEREFORE, by virtue of the powers vested in me by law do hereby adopt this final output of the Ginatilan Citizens' Charter of the Municipality of Ginatilan. With the technical assistance from the DILG Field Operations Office, and pursuant to RA 9485, this Citizens' Charter shall be printed and book bounded as an official Transaction Guidebook, copy furnished all offices concerned. The step-by-step procedures of all frontline serives per office shall also be printed out in a tarpaulin to be posted permanently in their respective offices, accessible to the clients.
