WHEREAS, the two major causes of high school drop outs as revealed by surveysare financial reason and distance of students from schools wherein the nearest public secondary school is located in the town of Samboan; WHEREAS, the establishment of an integrated school close to the homes of students will solve, at least partly, the problem of distance and consequently, the problem of economy;WHEREAS, the LGU has committed an amount which shall cover the initial requirement for the operation of the proposed high school including the three-year salaries of teachers and the repair/rehabilitation of the classrooms; WHEREAS, the Municipal Treasurer, Ms. Jocelyn C. Magdadaro has certified as to the availability of funds for the foregoing appropriation; NOW, THEREFORE, on mass Motion of all Members present during the session, duly seconded by the same, be it RESOLVED to ENACT the following Appropriation Ordinance, to wit: APPROPRIATION ORDINANCE NO. 01-2012 Series of 2012 APPROVING SUPPLEMENTAL BUDGET NO. 01, SERIES OF 2012 OF THE GENERAL FUND - REGULAR ACCOUNT EMBODYING THEREIN AN APPROPRIATION IN THE AMOUNT OF PESOS: FIVE HUNDRED THOUSAND PESOS (P 500,000.00) AS COUNTERPART FUND FOR THE ESTABLISHMENT / CREATION OF SECONDARY HIGH SCHOOL IN BARANGAY PALANAS, GINATILAN, CEBU BE IT ORDAINED, by the Sangguniang Bayan of Ginatilan, Cebu in session assembled that: Section 1. An Appropriation in the amount of Five Hundred Thousand Pesos (PhP 500,000.00) is hereby approved and itemized as follows: STATEMENT OF INCOME Beginning Balance - Retained Operating Surplus PhP 2,382,936.05 TOTAL AVAILABLE RESOURCES PhP 2,382,936.05 Section 2. Momo SB Member/SKF President Present RESOLUTION NO. 031 - 2012 Series of 2012 WHEREAS, the LGU of Ginatilan commits to enroll indigent families under the sponsored program of Philhealth to bring quality health care services to marginalized sector in the municipality; WHEREAS, the existing appropriations for Maintenance and Other Operating Expenditures (MOOE) of the various offices of the LGU have been substantially depleted such that augmentation thereof is urgently required; WHEREAS, the Municipality has applied with the Department of Education for the creation/establishment of a secondary school in Palanas, Ginatilan, Cebu and one of the priorities for the creation are classrooms, the available units of which urgently need rehabilitation and repair; WHEREAS, there are important development projects as well as counterpart funds for financially assisted projects that have to be undertaken for the greater welfare and benefits of the municipality; WHEREAS, the Municipal Treasurer, Ms. Jocelyn C.
